Morningside Research and Consulting has been reviewing public programs for more than 18 years. Shari Holland, President, has more than 25 years of experience with public programs, much of that gained inside government agencies. We conduct program audits, reviews, and evaluations; policy analyses; and data analyses.
Our reviews of public programs include evaluating regulatory, administrative, and programmatic functions to determine the extent to which the mission and goals of the program are being met. We identify areas of risk and opportunities for improving efficiencies and realizing cost savings. We recommend best practices to improve program performance.
Morningside Research and Consulting utilizes a number of tools, including needs analysis, data analysis, financial analysis, benchmarking, literature reviews, interviews, focus groups, and business process mapping to identify strengths and gaps in program performance. We determine where program processes and automated systems intersect and make recommendations to ensure that information systems support desired work flow.

Who We Are
Shari Holland is the president of Morningside Research and Consulting, Inc. and directs the activities of the firm. Ms. Holland has more than 25 years of experience reviewing public programs, both at the state and local level. Ms. Holland focuses on policy evaluation, program planning, and financial analysis with the goal of achieving efficiencies in program performance. She is skilled at facilitating planning efforts, gathering data, reviewing performance metrics, and developing planning documents for program administrators. She works with clients to identify strengths and gaps in program performance and to recommend solutions that are relevant, targeted, and actionable.
Ms. Holland previously worked as a budget analyst and planner in the State of Texas Legislative Budget Office, the Travis County Planning and Budget Office, and the Austin/Travis County Health and Human Services Department.
Ms. Holland has a Master’s degree in Public Affairs from the LBJ School of Public Affairs in Austin, Texas, and a Bachelor’s degree in Urban Affairs from the American University in Washington, D.C.
Carla J. Penny is a highly skilled organization development consultant. She is able to creatively design and facilitate processes that result in implementable and sustainable organizational change. Her expertise in facilitating inclusive group processes enables all individuals, often with disparate interests and viewpoints, to participate and voice their issues and concerns in a productive and meaningful way. She is highly collaborative in her work, has an open communication style and is able to articulate important information in clear terms. She has an extensive background in working with human services and local government organizations.
Ms. Penny has a Master’s degree in Social Work and a Bachelor’s degree in Psychology and Social Work, both from the University of Texas at Austin.
Vanessa Cahill has been the administrative coordinator at Morningside Research and Consulting for four years. Ms. Cahill is highly organized and provides administrative coordination, business development, and research support at Morningside. Ms. Cahill focuses on tracking project requirements, managing project schedules, and ensuring that client deliverables are submitted on time. She assists with research and review of documents and reports submitted to clients and manages the preparation and submission of proposals for business development.
Ms. Cahill has a Master’s degree in Biography and a Bachelor’s degree in American Literature, both from universities in England.
Kelli Lovelace is a senior research analyst at Morningside and an experienced public health professional. She provides research support and performance measurement expertise. Her research interests are health promotion and behavioral sciences, specifically focused on health disparities. Ms. Lovelace has led community-based programs focused on healthy food access and physical activity during and after school and she has contributed to the evaluation of public and nonprofit health plans and programs.
Ms. Lovelace has a Master’s degree in Public Health from The School of Public Health at The University of Texas Health Science Center at Houston at the Austin Regional Campus in Austin, Texas and a Bachelor of Science from Oregon State University in Corvallis, Oregon.
Jonathan Hartman is a senior research analyst at Morningside. He has extensive experience with statistical and structural modeling of economic and policy related data. He has over ten years of experience as a volunteer, educational program coordinator, and economic research analyst. Mr. Hartman’s experience includes assisting refugees and homeless youth with accessing social services, completing job and school applications, and accessing medical care. Mr. Hartman also has five years of experience coordinating and evaluating educational programs in the non-profit sector. He brings together knowledge of economic theory and methods with diverse public sector experience.
Mr. Hartman has a Master’s degree in Economics from the University of Texas at Austin and a Bachelor’s degree in Mathematics from Colorado State University in Fort Collins, Colorado.
Carter Robinson is a research analyst at Morningside Research and Consulting. Mr. Robinson brings skills in conducting quantitative research and incorporating various perspectives from stakeholders and team members into the production of each report. Mr. Robinson has experience as a Data Management and Analysis Community Scholar with NeighborWorks America, and he has worked in various capacities for the Johns Hopkins University Center for Talented Youth and the nonprofit Toxic Free NC.
Mr. Robinson has a Bachelor of Arts degree in Economics from Brown University in Providence, Rhode Island.
