Organizational Review and Public Policy Analysis
• Conducted a legislatively mandated study to recommend a statewide rate for non-consent towing. View the full report.
• Conducted a legislatively mandated study to review the regulation for non-consent towing fees. Prepared a report with recommendations for ensuring more effective and consistent regulation of fees and consumer protection. View the full report.
• Conducted performance reviews of selected state agencies in Colorado and Iowa and made recommendations to the Governor's offices in both states to increase revenue and reduce costs.
• Assisted with a business process review of a state medical transportation program. Our responsibilities included conducting interviews with stakeholders, reviewing program processes and procedures, documenting current process flows, and developing wide-ranging recommendations for future operations.
• Prepared an initial and a supplemental application for the State Broadband Data and Development Grant Program from the federal government. As a result of the initial application, the state received an award of $1.5 million over a five-year period.
• Conducted a legislatively mandated study of the distribution of the flu vaccine and identified options for increasing the supply and expanding distribution of the vaccine.
• Identified and compared programs implemented and subsidized by state and local governments that provide affordable health care to employers and their employees.
• Conducted a national benchmark study for a state child care agency regarding the allocation of job functions, duties, and staffing levels and ratios, including researching functional job descriptions and reviewing caseload standards for department activities.
• Calculated the fiscal impact of a change in policy by a state immunization program. View the full report.
• Advised the staff and board of a rural health clinic on the options available for future operations and the benefits and challenges of the various options.
• Reviewed the regulatory and administrative functions for developmental disability services contracted by a state agency and made recommendations for reducing and eliminating burdensome and duplicative functions and paperwork. View the full report.
• Prepared a report summarizing the work of a mayoral task force, a group 80 individuals who met over a period of four months to develop solutions to issues related to the delivery of mental health services in the community. View the full report.
• Analyzed the local fiscal impact of proposed reductions to a state program providing HIV medications to low-income clients. View the full report.
• Compared the level of service and funding of five large, urban hospital districts. View the full report.
• Collected and analyzed data on current health care services and funding and gaps in a five-county area and provided recommendations to elected officials. View the full report.
• Developed an inventory of organizations providing services to small businesses in the Austin area.
• Worked with state agency staff to research, write, and edit portions of a Medicaid managed care report presented to the state legislature. Our efforts focused on the experience of states across the U.S. with cost savings as a result of Medicaid managed care as well as literature reviews on access to care and competition among Medicaid managed care providers.
• Provided consultation and developed policy briefs summarizing quantitative research reports about a state Medicaid program.
• Reviewed the business processes of a county agency responsible for the collection and distribution of child support payments, including developing direct deposit capability, generating automated delinquency notices to increase the collection of child support paymentsand fees, and writing policies and procedures for new functions.
• Reviewed the fee accounts receivable reports generated by a county agency for compliance with the GASB 34 directive regarding government reporting of fee assessments and collections. Developed specifications to reprogram the computer system to collect and report fee assessments and collections as required.
• Developed a model for estimating statewide per student costs of providing a basic public education in Texas.
• Developed a model for projecting the costs to local governments of state-level park acquisition, development and maintenance.
• Compared the level of environmental watershed protection funding and services across municipal jurisdictions around the country. Prepared cost estimates for recommended new programs.
• Developed a policies and procedures manual for a new state program.
Program Evaluation
• Currently conducting a multi-year evaluation of a local program that encourages elementary and middle school students to walk and ride their bikes to and from school.
• Currently evaluating a state project that encourages employers to implement value-based benefit design initiatives to reduce the risk of heart attack and stroke.
• Currently evaluating a state process to improve employment services for adult clients of the state mental health system.
• Provided data support for a project identifying the health status and needs of county residents, the gaps in the provision of health care services, and the effects of anticipated future population growth. View the full report.
• Evaluated the performance of a local HIV prevention program targeting African-American women.
• Collected and analyzed data and prepared monthly, quarterly, and annual evaluation reports for a privately-funded program providing health and social services to parenting and expecting teenagers.
• Conducted a survey and prepared an evaluation report to assist a state agency in increasing responses to a statewide request for proposal.
• Prepared an evaluation report for a state pilot program for adoptive parents.
