Organizational Review and Public Policy Analysis

Morningside Research and Consulting has conducted assessments of organizations ranging from county departments to large state agencies. These reviews of the regulatory, administrative, and programmatic functions of publicly funded programs determine the extent to which the mission and goals of the program are being met and identify areas of risk and improvement. Data gathering techniques include surveys, key person interviews, literature reviews, benchmarking, and analysis of program cost and performance metrics. We have advised managers at all levels of government agencies regarding improved management practices.
Because public policy development is constrained by financial realities, we work with clients to identify how effectively public resources are being used and whether the allocation of resources reflects the needs and priorities of the organization.
We also review the alignment of computer technology and business practices. We measure the effectiveness of available technology and make recommendations to improve the capabilities and reporting functions of software systems to better meet the needs of staff who interact with the systems as well as managers who rely on data to make decisions.
Program Evaluation

We lead organizations through the process of evaluating their internal structures and processes as well as the impact they have on their clients and customers. Morningside Research and Consulting has engaged in a full range of evaluations, including needs assessments to determine the feasibility of establishing new programs and services and process evaluations to determine whether or not existing programs are operating efficiently and effectively.
We also evaluate program outcomes, gathering information from stakeholders involved in program development and implementation as well as from the population that the program is intended to serve or impact.
Morningside Research and Consulting is experienced in using many different methodologies to collect data and analyze program outcomes. Using statistical analysis tools, including descriptive statistics as well as measures of significance, validity, and variance, we provide information on the extent to which program outcomes have been achieved.
Evaluation data collection methods include paper, telephone, and Web-surveys, individual interviews, and focus groups. We have collected data at all stages of program implementation to gather either point-in-time data or at various stages of program implementation to measure changes in knowledge, attitudes, and behavior over time.
